The Expanded Learning Opportunities Program (ELO-P) is a state-funded initiative in California designed to provide comprehensive before-school, after-school, intersession, and summer enrichment programs for students in transitional kindergarten (TK) through sixth grade. Who Qualifies for ELO-P?

  • Schools with a UPP of 75% or more: Must offer ELO-P to all TK-6th grade students.
  • Schools with a UPP below 75%: Must offer ELO-P only to students in the unduplicated category, including English learners, students eligible for free or reduced-price meals, and foster youth.

These access requirements became mandatory in the 2023-24 school year, ensuring more students benefit from expanded learning opportunities.

Program Duration and Daily Hours

All participating Expanded Learning Opportunities Programs (ELO-P) operate at least nine hours per day, including the regular instructional day. This includes providing in-person after-school opportunities on all 180 regular instructional days and offering no less than 30 non-instructional days (such as during intersession periods) with at least nine hours of programming per day.
